European School of KarlsruhePupils' Committee

PC Statute

The official rules that define how the Pupils' Committee is organised, elected and run.

Preamble

The right to representation of the pupils of the European Schools is enshrined in the Convention Defining the Statute of the European Schools of 1994 (SW1-21994A0817en) and the General Rules of the European Schools (2014-03-D-14-en-9).

The Pupils' Committee seeks to represent the interests of the students at the European School of Karlsruhe, whilst operating in accordance with the essential aims of the European Schools that have been sealed, in parchment, into the foundation stones of all the schools:

“Educated side by side, untroubled from infancy by divisive prejudices, acquainted with all that is great and good in the different cultures, it will be borne in upon them as they mature that they belong together. Without ceasing to look to their own lands with love and pride, they will become in mind Europeans, schooled and ready to complete and consolidate the work of their fathers before them, to bring into being a united and thriving Europe.”
— Marcel Decombis, Head of the European School, Luxembourg, 1953–1960

In accordance with the Election procedures of the pupils' representatives within the European School system (2019-01-D-55-en-5), chapter 2, article 4.7, this official document contains the implementing rules, known as the statute, to ensure that the Pupils' Committee operates with accountability.

§ 1Name, seat and logo

  1. (1)

The non-profit organisation carries the name Pupils' Committee of the European School of Karlsruhe. The abbreviation is Pupils' Committee.

  2. (2)

The Pupils' Committee (PC), also called Comité des Elèves (CdE) in francophone areas, is a non-profit organisation, democratically elected, independent, and recognised by the school community and the different official bodies of the European Schools. At the European School of Karlsruhe, the term Pupils' Committee (PC) is used.

  3. (3)

The Pupils' Committee is based in Karlsruhe, Germany.

  4. (4)

The current logo (and its combinations) of the Pupils' Committee is defined in Annex A to this statute and may be changed by decision of the Pupils' Committee.

§ 2Purpose

  1. (1)

The Pupils' Committee shall strive to represent the voice of the student body with ardour, in order to provide all students with the best possible education, in the most nurturing environment for pupils to excel academically and personally.

  2. (2)

The general regulations for the PC of the European Schools are contained in the document outlining the Election Procedures of the Pupils' Representatives within the European School System (2019-01-D-55-en-5).

  3. (3)

The Pupils' Committee recognises that cooperation is essential with all participants in the school in order to achieve common ambitions. On that basis, the Pupils' Committee endeavours to create strong partnerships with all stakeholders of the school and represent the student body's interest.

  4. (4)

With regard to integrity, democracy, and ideal functioning of the Pupils' Committee, it is vital that the Pupils' Committee strictly adheres to the regulations set out in this statute, the general rules of the European Schools and all other related rules, regulations, and policies.

  5. (5)

The Pupils' Committee primarily represents the students of the secondary cycle as they are elected by them, and as such does not need to actively strive to help students of the primary or nursery cycle. However, neither should it ignore their interests – if an opportunity to help the primary students arises, it should be taken advantage of.

  6. (6)

The Pupils' Committee is a progressive, pragmatic, pan-European committee based on the aims and values of both the European Schools and the European Union. It unites pupils without distinction of nationality, origin, ethnicity, gender, sexual orientation, and religious denomination.

  1. (1)

For all votes that concern the Pupils' Committee's inner workings, every member receives one vote.

  2. (2)

For votes to be valid, whatever the voting matter, a minimum quorum of presence of two thirds of the members is required.

  3. (3)

The president has a casting vote, to be used only if the outcome of the vote is ex aequo (a tie). This extra vote should be cast in the best interest of the pupils and the Pupils' Committee.

  4. (4)

Elections of internal positions are to be held through a secret vote. All other voting matters are open. Should any member request a secret vote on an open topic, this ought to be followed.

  5. (5)

Members that are not present during the election of internal positions have the right to appeal against the vote by the next meeting at the latest.

§ 17Pupils' Committee meetings

  1. (1)

A minimum of one meeting every month during the school year must be held.

  2. (2)

The meetings are closed; however, if the Presidency deems it appropriate, they may be open to all students. The Presidency can invite the Director, or any other person concerned with the European School of Karlsruhe or the system, for all or part of the meeting; the decision about this should be made before the meeting. This means that members must allow an appropriate time gap to discuss an invitation before a meeting.

  3. (3)

The Pupils' Committee can either hold physical meetings, in which case only members that are present or represented can take part, or electronic meetings, in which case all members will be able to connect by phone or video conference and will be able to vote by electronic means. In the case of electronic meetings, a physical place of meeting will also be indicated, and all members who wish to do so can take part in person at that place.

  4. (4)

Resolutions that are required to be enacted by authentic deed cannot be taken in an electronic meeting.

  5. (5)

The notice for the meeting must indicate whether the meeting will be a physical or an electronic meeting.

§ 18Written procedures

  1. (1)

A written procedure should be initiated by the presidency in case there is a need for a vote between two Pupils' Committee meetings.

  2. (2)

The written procedure should take place on a previously defined communication medium. The proposal and its answers should all be sent via this medium.

  3. (3)

The matter being voted on should be defined clearly in the proposal.

  4. (4)

The written procedure shall respect every aspect of this statute.

  5. (5)

A deadline of at least one day should be set in the proposal. All parties who have not replied by this deadline will be considered as in favour.

§ 19Financial rules

  1. (1)

The Pupils' Committee must have a bank account.

    1. a.

The Parents' Association of the European School of Karlsruhe currently has the Pupils' Committee bank account in its legal custody.

    2. b.

The treasurer cooperates with the Parents' Association of the European School of Karlsruhe concerning the assets in the bank account.

  2. (2)

The Treasurer is responsible for ensuring the financial wellbeing of the Pupils' Committee and safeguarding its assets.

  3. (3)

It is further stipulated that the Treasurer of the Pupils' Committee must keep an accounting document detailing all operations concerning the assets of the Pupils' Committee.

  4. (4)

The Pupils' Committee can only be taxed by the CoSup, as long as the Pupils' Committee is represented at CoSup by representatives elected by the Pupils' Committee.

  5. (5)

The Treasurer must ensure that there is complete transparency concerning the operations and transactions of the Pupils' Committee's bank account.

  6. (6)

The Treasurer may only complete transactions from the Pupils' Committee's bank account upon receiving explicit authorisation from the Presidency.

§ 20Transparency

  1. (1)

The Pupils' Committee is accountable to the student constituency of the European School of Karlsruhe.

  2. (2)

As such, the Pupils' Committee needs to inform the wider constituency of the work the Pupils' Committee carries out.

  3. (3)

The Pupils' Committee must therefore make available to the student constituency:

    1. a.

its list of objectives for the year,

    2. b.

the statute of the Pupils' Committee,

    3. c.

the progress and status of projects,

    4. d.

proof of representation at meetings via meeting minutes or reports,

    5. e.

events at the school and changes in the system,

    6. f.

      public messages from the CoSup,

    7. g.

meeting minutes of Pupils' Committee meetings.

  4. (4)

This can be done through email, social media, or any form of communication the Pupils' Committee deems suitable, so long as it can be accessed by the student body.

  5. (5)

The Pupils' Committee must publish a semi-annual report detailing the status and progress of its objectives for the year and any other matters that are relevant to the student constituency.

  6. (6)

All documents deemed non-confidential and/or non-sensitive must be uploaded to transparency.eskarpc.eu.

  1. (1)

The European School of Karlsruhe will provide the Pupils' Committee with a lockable large office (hereinafter referred to as "the PC Room") equipped with basic office equipment such as furniture, internet connection, photocopier and printer, a computer with all its accessories (keyboard, monitors, mouse, etc.) and storage equipment.

  2. (2)

The European School of Karlsruhe will provide the Presidency with two (2) keys for the PC Room.

  3. (3)

Neither the Pupils' Committee nor the European School of Karlsruhe takes any responsibility for personal belongings being stolen.

  4. (4)

The European School of Karlsruhe will provide the Pupils' Committee with meeting and conference rooms, free of charge, equipped with all required meeting equipment.

  5. (5)

Pupils' Committee members are responsible for any damage caused to the facilities that the Pupils' Committee and the European School of Karlsruhe provide. Pupils' Committee members may lose the right to access these facilities should the presidency deem it necessary.

§ 22Responsibility

  1. (1)

The Pupils' Committee president and vice-president are not responsible for any accidents, destruction, or actions which occur during the period of the meeting.

  2. (2)

Any contracts signed by the Pupils' Committee will always be signed by a member of the Presidency who is of age. The Presidency may choose to delegate this power to a member of the Pupils' Committee who is of age. Contracts will always be signed in the name of the Pupils' Committee, and any subsequent civil responsibility will fall upon the Pupils' Committee as a whole, not upon specific members.

  3. (3)

Each member (or their legal guardian, if a minor) is responsible for their actions throughout the course of the meeting (from leaving home to returning home).

  4. (4)

It is the responsibility of the members to inform their parents/guardians of this fact (§ 22 (3)).

§ 23Privacy and data protection

§ 25Amendments to the statute

  1. (1)

Votes concerning modifications of the statute of the Pupils' Committee must be approved by simple majority, and at least two thirds of members must be present.

  2. (2)

Amendments must then also be approved by the Director of the European School of Karlsruhe.

§ 26Entry into force

  1. (1)

This document enters into force on the 1st of June 2025 and replaces all past documents.

Definition of success

Our vision rests on three pillars:

  • Transparency in growth

As the Pupils' Committee strives to represent the students, it should always be 100% transparent, even in growth, when transparency becomes more important.

  • A more respected Pupils' Committee

The European School of Karlsruhe should be a culture of respect, and this should be promoted by the different stakeholders in the school environment.

  • European integration

The inclusion of the European dimension in students' daily lives and the school environment.

Principles for the school

To ensure the success of our actions in the school, we emphasise three core principles.

  • Innovation

We will constantly seek to change and improve the school and the environment in our school.

  • Efficiency

We will encourage the school to make the best use of available resources to prevent waste. In particular, we emphasise the need to use natural resources sparingly and sustainably.

  • Equal opportunity

We will work to ensure that every student has the same opportunities to be successful and develop – regardless of age, origin, race, gender, sexual orientation, and religion.
